Safeguard Crime Report December 2025

by Safeguard | jan 10, 2026 | Incident reports

EXECUTIVE SUMMARY

Internally, crime decreased by 11% however there was a marked increase in violent crime at industrial/manufacturing sites in the past month. Of the incidents reported to Safeguard, 56% of the incidents were unsuccessful with no losses reported. Overall analysis points to a continued increase in crime towards the festive season with collusion identified as a risk factor in most crimes involving cash.

OVERVIEW

  • Violent property crimes were more prevalent at public locations and retail shopping outlets with an average group size of three suspects. Approximately 56% of the incidents reported to Safeguard occurred in Harare.
    • In Bradfield, Bulawayo, a family was robbed of their vehicle while parked outside a retail outlet.
    • One of the targeted residential sites was targeted twice between November 2025 (attempted break in) and December 2025 (successful robbery) suggesting that the suspects may have had inside information about the presence of money on site.
    • Analysis of incidents reported over the past two months indicates at least two cases of delivery trucks being robbed along the Chinhoyi–Chirundu Highway, particularly in areas after Chinhoyi.
  • Regarding high-risk suburbs, Mabelreign and Highlands in Harare and Kelvin West and Steelworks in Bulawayo reported criminal activity over short periods in December.
    • In Vainona, two residential properties were robbed of significant sums of money.
  • Robberies and break-ins at residential sites were most prevalent between 0100hours and 0300hours.
  • Gate motors and vehicle batteries were the most targeted during break ins and thefts.
  • Review of reported incidents indicates that at least three separate sites were targeted on two separate occasions within the past two months, highlighting that where security systems are not improved after an incident, criminals are likely to return. Additionally, it could be that the sites were targeted by individuals with recent inside information on the site and its security.
  • Safeguard recorded multiple suspicious vehicles outside industrial premises during night-time hours with the following vehicles observed in the past month:
    • A yellow van without registration plates was seen at a site along Tamworth Road, Donnington at 0027hours on the 21st of December 2025.
    • A grey Toyota Hilux single cab without registration plates entered an office car park along Kingsmead Road, Borrowdale at 1530hours on the 19th of December 2025. The vehicle had four occupants, with one in police uniform and they surveyed the site before leaving the premises after they saw the guard recording their details.

OUTLOOK

Recent statistics published by ZimStats indicate a continued rise in crime, increasing from 2 119 to 2 508 per 100 000 population over the past two quarters. As the new year approaches, opportunistic violent and non-violent crime is expected to persist, as individuals attempt to supplement their incomes in preparation for the new year and its demands. ZimStats further reported that 56.1% of prison admissions involved individuals who were employed prior to incarceration, highlighting the economic drivers of offending. Manufactured goods and high value items such as copper cables, fuel, vehicle batteries, and motor vehicles are likely to be increasingly targeted and sold on the parallel market in the coming months, with stolen vehicles increasingly used to facilitate other criminal activities.

ADVISORY

General Advice
  • Always Park in secure and well-lit spaces and ensure that you have an alarm and reliable tracker on your vehicle.
  • Review your outdoor sensors and ensure that they cover your car ports and gate motors.
Businesses, Industrial and Manufacturing
  • Where a site has multiple panic buttons, always ensure that they are programmed correctly to allow for prompt response to the right location in the event of an incident.
  • Given the reported incidents of suspicious activity at business premises after hours, ensure that CCTV playbacks are conducted daily to monitor any potential criminal activity occurring near the premises as criminals often scout their targets before they attack.
  • Ensure that external cameras have wide angle coverage of the outside perimeter as intruders are reportedly parking their getaway vehicles at neighboring premises before crawling or scaling into targeted sites.
  • Avoid unsecured transportation of cash over long distances especially on secluded highways as this makes transporters more vulnerable to attack and increases the risk of loss in the event of an accident. Book Safeguard cash in transit services to and from the bank and different locations nationwide.
