Safeguard Crime Report October 2025

by Safeguard | nov 13, 2025 | Incident reports

EXECUTIVE SUMMARY

Slight increase in incidents reported to Safeguard from 50 in September 2025 to 53 in October 2025 (6%).

OVERVIEW

  • Non-violent crime accounted for 85% of the reported incidents. Violent crime decreased, but, according to a report by the police, the use of firearms remains a cause for concern nationwide.
  • Money remains a primary target both as hard cash and in online fraudulent activity. Copper cables continue to be targeted with police making several arrests nationwide. Vehicles were more commonly targeted during robberies after motorists unknowingly offered rides to criminals posing as hitchhikers.
  • Based on the captured incidents, both residential and industrial sites remain vulnerable to break ins while violent crime remains fairly spread across different locations and sectors.
  • Whilst not common across our client base, verified reports from other sources reveal that roof access is becoming a common method of entry during break-ins, particularly at industrial and commercial premises.
  • Most offences were committed by an average group size of one to two suspects for non-violent crimes whilst violent crimes averaged a suspect group size of three suspects.
  • Vehicle related crimes remain prevalent at fuel stations with the following vehicles sighted in the past month:
    • A Toyota Aqua AGC 2612 involved in a fraud/theft in Cranborne.
    • A Toyota Hilux AFT 7625 involved in a theft in Harare City Centre.
    • A Mazda Twin Cab which is suspected to have been involved in a theft at an industrial site in Southerton.
  • Peak crime activity occurred between 0100hrs and 0300hrs. Intelligence further suggests that some criminals gain access to sites particularly retail and industrial premises at closing time, remain on the premises after staff leave, and commit crimes later in the night.

Note: The incidents and statistics we report are those that we have verified. This report is a good indicator of crime across the country but by no means captures all incidents. For more information on the crime in your area or to share verified cases of crime, please contact us at byoanalyst@safeguard.co.zw.

OUTLOOK

As the festive season approaches, criminal activity; particularly break-ins, thefts, and robberies are projected to rise, driven in part by the increased circulation of cash from employee bonuses and heightened transactional volumes.

With the reported increase in firearm related offences, violent crime may continue to rise steadily across multiple sectors posing risk to both individuals and businesses. Looking at the incidents reported in the media in the past months; it is also evident that fraud is on the rise with criminals targeting both individuals and businesses through cyber and counterfeit money scams. Cases of internal fraud are reported regularly and remain a concern for businesses.

ADVISORY

General Advice
  • Clients requiring temporary security guards during periods of absence, are encouraged to book well in advance to ensure availability. Last-minute bookings could result in disappointments.
  • If you are away for the holidays one can also install a wireless alarms system and response service on a rental basis. Consider also activating your cameras for patrols and alerts – these are cost effective options to enhance a guarding effort in higher risk sites, or act to improve security where no one will be on site.
  • A reminder that all security systems require stable power, and rental systems will usually require internet to function optimally. For more information on rental options contact info@safeguard.co.zw.
  • Safeguard your identification documents, bank cards, and SIM cards always. Any loss or theft should be reported immediately, as these items may be exploited for fraudulent or criminal activities.
  • During construction or renovation projects, ensure that keys are never left unattended on-site. Reports indicate that criminals, sometimes in collusion with contractors or employees, have duplicated keys for later use in unlawful entry and break-ins.
Industrial and Manufacturing
  • Remain aware of activity outside of the premises and report suspicious activity early.
  • Considering that the roof is a vulnerable point during break ins, reinforce roofing structures particularly near safes, strongrooms and warehouses, and ensure surveillance systems include access to elevated areas.
  • Given the increase in fraud:
    • Always use verified and reputable service providers and conduct thorough background checks prior to any financial or contractual transactions.
    • Implement double signatories for financial approvals to enhance accountability and reduce vulnerability to fraudulent activity.
    • Establish a secure document management and verification system to prevent the misuse of sensitive materials, including company letterheads, invoices, and signatures.

Thank you for using Safeguard.
